Exactly ten years after the reorganization of Punjab in 1966, the Indian Prime Minister announced a reward under section 78 of the Punjab Reorganization Act allocating 23% of its river waters to Punjab and 75% of water and energy resources to the states of Rajasthan, Haryana and Delhi in contravention of the established and internationally accepted laws regarding Riparian State share. The present volume prepared by expert professionals brings out the illegality of this award and injustice done of the people of Punjab and its claim. Punjab, being the riparian state regarding the river waters, has the legal right of utilizing the largest share of these waters. The booklet is based on the written principles of Riparian law, Rights and Practices, constitutional provisions, Narmada water division rulings of Supreme Court and actual needs of Punjab State. It builds a strong case for revision of this one-sided and discriminatory Award. It is legally sound, factually correct and fairly objective in its assessment.[edit]
