In the post-independence period, majority of the Indian states were reorganized on linguistic basis by government of India, but it refused to create a Punjabi-speaking state on similar lines. This SGPC publication makes a strong case for the creation of Punjabi Saba based on linguistic basis. It provides justification for the agitational approach adopted by the mainstream Sikh political party, Shiromani Akali Dal.
